A BID to convert a property on a Dudley cul-de-sac into a HMO has been thrown out by council planners who said there was a lack of parking.
The application to turn 44, Claughton Road. into a house of multiple occupation for five people has been refused.
One objection was received from a neighbour raising "serious concerns about the noise, limited parking and overflowing bins."
They said: "The property next to the proposed HMO has been converted into flats and since then the aforementioned have become an issue.
"A further HMO will exacerbate the issue and make life difficult for local residents."
The retrospective proposal was for three bedrooms on the first floor and two at ground floor, all sharing a dining room and kitchen and two toilet/bathroom areas.
A report by planners states: "It is considered that the proposed HMO would not provide a sufficient level of parking and would displace vehicles onto the highway resulting in a detrimentally negative impact to highway safety for both vehicles and pedestrian users."
They state there was only one off-street parking space in a detached garage in the rear garden stating: "The application is for a 5-bedroom HMO and each room could be occupied by an adult of driving age with a vehicle.
"Whilst the parking standards state that no parking is required for HMOs located within town centres, this site is located outside Dudley town centre boundary and so will be assessed on its own merits."
It adds: "The development would promote on-street parking in a small cul-de-sac wherein there is very limited space."
The application, in the St. Thomas's ward, was refused on February 8.
