A LOWER Gornal hairdresser has had an application to keep a garden outbuilding which is used as a salon thrown out.

Plans to keep the outbuilding in the garden of 20, Winscar Croft, have been turned down by planners who said "the coming and going of customers in this relatively quiet cul-de-sac would be particularly harmful to the residential character of the area and disturb the amenity of adjoining residents."

They also said there is "insufficient parking" and that "insufficient information has been submitted on the sequential test to enable assessment as to whether the proposed development could not be located in a nearby centre."

No nearby neighbours objected to the application.

Council planners stated: "There is a modest sized private garden to the rear, within which is a recently constructed outbuilding being used as a business by the occupier (hairdressing)."

The report states that only the applicant would be working in the outbuilding and on a strictly “appointment only” basis.

The proposed hours were 10am to 1pm Monday and Tuesday; 10am to 2pm Thursday and Friday and 9am to 1pm Saturday.

The submitted plans show an outbuilding of approximately 10.8sqm with a hairdressing work station, basin and storage areas.

The building is 2.4m high and at the rear of the garden.

The application, in the Gornal ward, was turned down on October 20.
